PARTICIPATION: First I believe we must continue tirelessly to reach and involve our minority groups and younger citizens. Second, we must provide a variety of opportunities to learn about our City and its government. For example, Rockville University is a new and unique opportunity to learn about Rockville and its neighborhoods. Other opportunities are Spirit of Rockville Day and Imagine Rockville Action Teams such as Town Center. However, we should remember that not every one has civic activities as their first priority in life and many have limited time to participate due to career and child care concerns, family commitments, etc.

NEIGHBORHOODS: I am concerned about the challenges to our neighborhoods. That is the reason I supported the establishment of the Neighborhood Resources Program with three positions for neighborhood resource coordinators and a position for a project implementation coordinator. We've recently created a new transportation division in the Public Works Department to address the problems of speeding and congestion. We're investing in our neighborhoods, for example, the new Twinbrook Community Center and the soon-to-be renovated Lincoln Park Community Center. We believe in "growing smart". We plan to take a more comprehensive look at town center and to update the Town Center Master Plan to establish how and where we want growth to occur.

HOUSING: Current City policy requires that residential developments of 50 units or more have at least 12.5% of those units be Moderately Priced Dwelling Units (MPDUs). I support this policy. In selected areas of the City I would support incentives to improve existing housing. For example, I believe more owners would improve their properties if we forgave the property taxes on the value of the improvements for a fixed number of years. I support "Smart Codes" that facilitate fixing-up and renovating existing residential housing.
