PARTICIPATION: To increase participation, I believe we must reach citizens while they are young, and, that we must view the growing diversity of Rockville as a major asset and form creative partnerships with our new citizens.

One approach would be a City Hall in the Schools initiative in which we would work with the School System to add a component to the Civics/Government curricula of High Schools in Rockville that would include structured participation in the classroom by Mayor, Council members and City staff to help students better understand the importance of local government in their lives .... a hands on, make it real approach to young citizens in their formative years.

NEIGHBORHOODS: Protecting our residential neighborhoods from the tremendous development pressures that we are facing is a challenge that will require a strong and comprehensive response by the Mayor and Council including:

  • Encouraging active citizen participation in all facets of the City's development process. Expanding the neighborhood "walking, town meeting" initiative successfully started by the incumbent Mayor and Council.
  • Closely monitoring the County’s development and highway construction program and increasing the communication and collaboration between the Mayor and Council and the Montgomery County Council in effort to increase the City's influence over County development decisions.
  • Explore new creative public transportation approaches.

HOUSING: The limited availability of affordable housing is a region-wide problem that has existed for a couple of decades. Rockville's close in proximity to the employment and economic center of this region makes this an extremely difficult problem. Rockville's wisdom in annexing the King and Thomas tracts will result in some much needed moderately priced new homes during the next several years. In addition, The City needs to consider new incentives for homeowners of older homes to upgrade and improve these valuable City resources.
