PARTICIPATION: People enjoy acknowledgment when they participate in an activity. Often when a person feels that they will not be noticed or listened to or respected, they will simply not invest their time in the activity. Many people are by nature, oriented to visual depictions. They appreciate seeing photos of themselves or someone who looks like them, involved in an event. I would suggest that as a way to increase participation of any group, the sponsors of an activity or event should find a way to show more photos of participants who are in the desired target group. If people saw involved folks who look like themselves or their friends or neighbors, they would appreciate this acknowledgment and feel the invitation is sincere and be more likely to participate more.

NEIGHBORHOODS: Comprehensive zoning is a way to protect our residential neighborhoods. Inappropriate development adjacent to or otherwise affecting a residential neighborhood can be discouraged through zoning law. I would attempt to extract compelling evidence of mitigation results. Penalties for oversight or error should apply, for some reasonable time period after a development project is completed. If the developer is permitted to construct a project based upon erroneous traffic studies, there should be some repercussion other than simply saying "oops, sorry" afterwards.

HOUSING: Low cost city sponsored loans for home fix up or repair, targeted to specific neighborhoods can be one effective way to preserve and enhance the existing housing stock. Moderately priced new housing is a problem for developers who are understandably driven by market factors. Homeowners who just bought a market priced home may be disappointed when an obviously moderately priced unit is built nearby. Perhaps the economics of how we define "moderately priced" and determine client eligibility can be reconfigured. If the moderately priced units were built to the same standards as the market priced units and more creative financing options were devised, some of the market influences could be neutralized. (Maybe 40 year mortgages for instance). A moderately priced house that doesn't look moderately priced is more acceptable to all concerned.
