Minutes from the WECA General Meeting

June 21, 2007

 

The meeting was called to order at 7:00 p.m. by President Patricia Woodward.

 

Minutes:  Robin Nelson made a motion that was seconded by Mimi Vitol that the minutes of May 17, 2007 be accepted as distributed.  The vote in favor was unanimous.

 

Treasurer’s Report:  In the absence of Helen Hillstrom, Patricia Woodward distributed a report submitted by Helen.  The balance of the checking account as of May 9th stands at $1,059.34.  The balance of the T. Rowe Price Account as of March 28th was $2,544.47. Helen will solicit addition ads over the summer for the upcoming October newsletter.

 

Election of Officers for 2007-2008:

Mimi Vitol, chairperson of the Nominating Committee, presented the slate of nominees:

            President:  Patricia Woodward

            Vice-President:  Andrew Field

            Corresponding Secretary:  Jacques Gelin

            Recording Secretary: Jan Balkan

            Treasurer:  Helen Hillstrom

No additional nominations from the floor were proposed.

Robin Nelson made a motion that was seconded by * that the slate of officers be accepted.  The vote in favor was unanimous.

 

Old Business:

-         In preparation for WECA’s October Candidates’ Forum, Patricia Woodward has contacted all people who have so far declared that they are running for a Mayor/Council position.  Jack Gelin, Corresponding Secretary, will invite addition declared candidates in the fall following the filing deadline (October 18th).

 

New Business:

-         City Update from Maria Broadbent: 

1. There are two upcoming Open Houses at Glenview Mansion to discuss the proposed stormwater management utility fee, June 26th for businesses (3-6 pm) and June 28th (5:15 and 7:15) for property owners.

2. Fourth of July festivities will take place at Montgomery College.  Gates open at 5:30 for fireworks that begin at 9:30.

3. Dr. Jerry D.Weast, Superintendent of Montgomery County Public Schools, has recommended to the Board of Education denial the T-Mobile’s request to install a telecommunications monopole at Julius West Middle School adjacent to I-270.

4. Pedestrian safety improvements are planned for Great Falls Road/Monument St.  Neighbors have been notified of proposals.  The comment period ends June 29th.

5. Nominations for the Good Neighbor Awards are due July 9th.

6. The 50th anniversary of the Civic Center will be celebrated on June 30th from 12 to 5.

7. A brochure advertising free Tuesday night performances for kids was distributed.  Events are sponsored by the Dept. of Recreation and Parks and take place June 19th to July 31st at 7:30.

8. There is no new information to report on Burbanks.

9. No communication has been received from Mr. Goldberg, owner of the property at 100 W. Montgomery.

10.  Lot coverage at 222. N. VanBuren does meet City criteria.

 

Presentation:

Art Chambers and Deanne Melander of the City presented updates on the RORZOR Committee Recommendations:  Mixed-Use Zoning Districts, the Site Plan Approval Process, Mansionization, Impervious Surfaces, and Home-based Business Enterprises, and Historic Structures.  All handouts and updates are available on the city web site:  www.rockvillemd.gov.  Questions and comments can be submitted via the web site.

 

RORZOR has 3 or possibly 4 meetings remaining this summer.  Forums will be held in September to get information out to the public.  WECA will get an update at the first meeting in the fall, September 20th.
